A RESOLUTION

Honoring the memory of law enforcement officers who gave their

2

lives in the line of duty in this Commonwealth and

3

recognizing the memorial service in their honor in Soldiers'

4

Grove at the State Capitol Complex on May 4, 2009.

5

WHEREAS, The following law enforcement officers have made the

6

ultimate sacrifice in the line of duty on the following dates:

7

Sgt. Stephen Liczbinski, Philadelphia Police Department, May 3,

8

2008; Officer Isabel Nazario, Philadelphia Police Department,

9

September 5, 2008; Sgt. Michael Wiegand, Jr., Latimore Township

10

Police Department, September 14, 2008; Sgt. Patrick McDonald,

Philadelphia Police Department, September 23, 2008; Officer

2

David Tome, Northern York Regional Police Department, October

3

21, 2008; Officer Nathaniel Burnfield, South Strabane Township

4

Police Department, November 4, 2008; Sgt. Timothy Simpson,

5

Philadelphia Police Department, November 17, 2008; Agent Samuel

6

Hicks, FBI, November 19, 2008; and

7

WHEREAS, The deaths of these law enforcement officers make a

8

total of 710 officers who, through the year 2008, made the

9

ultimate sacrifice since the beginning of law enforcement within

10

this Commonwealth; and

11

WHEREAS, A Venango County constable who died in April 1825 is

12

believed to be the first officer to have given his life in the

13

line of duty in this Commonwealth; and

14

WHEREAS, "National Police Memorial Day" is held on May 15

15

each year; and

16

WHEREAS, The week containing May 15 is celebrated each year

17

as "National Police Week"; and

18

WHEREAS, On October 1, 1962, Joint Resolution 730 of the 87th

19

Congress of the United States was signed, authorizing the

20

President to proclaim May 15 of each year as "Peace Officers

21

Memorial Day"; and

22

WHEREAS, Twenty years passed before the first "National

23

Police Memorial Day" was recognized on May 15, 1982; and

24

WHEREAS, May 15 has continued to be observed annually in

25

memory of those police officers who made the ultimate sacrifice

26

in the line of duty; and

27

WHEREAS, The Pennsylvania State Lodge of the Fraternal Order

28

of Police presents the annual memorial service in this

29

Commonwealth; therefore be it

30

RESOLVED, That the House of Representatives honor the

memories of the following law enforcement officers who gave

2

their lives in the line of duty in this Commonwealth in 2008:

3

Sgt. Stephen Liczbinski, Officer Isabel Nazario, Sgt. Michael

4

Wiegand, Jr., Sgt. Patrick McDonald, Officer David Tome, Officer

5

Nathaniel Burnfield, Sgt. Timothy Simpson and Agent Samuel

6

Hicks; and be it further 

7

RESOLVED, That the House of Representatives recognize the

8

memorial service in their honor in Soldiers' Grove at the State

9

Capitol Complex on May 4, 2009.
