A RESOLUTION

Recognizing April 2011 as "Abortion Recovery Awareness Month" in

2

Pennsylvania.

WHEREAS, There are many excellent abortion recovery programs

4

both in Pennsylvania and the United States and groups promoting

5

abortion recovery awareness, such as Abortion Recovery

6

InterNational, Inc. (ARIN), which is the founding organization

7

for "Abortion Recovery Awareness Month"; and

8

WHEREAS, The purpose of "Abortion Recovery Awareness Month"

9

is to encourage and promote healing opportunities and to

10

enlighten society to the aftermath of abortion on individuals

11

and families; and

12

WHEREAS, On April 18, 2007, the United States Supreme Court

13

stated in Gonzalez v. Carhart, upholding the Federal "Partial

14

Birth Abortion Ban," that "...some women come to regret their

15

choice to abort the infant life they once created and

16

sustained...severe depression and loss of esteem can follow,"

17

thereby giving "hope for life" because for the first time since

1973 the court upheld a ban on an abortion procedure; and

2

WHEREAS, The conclusion that there is a causal connection

3

between abortion and negative problems and injuries is supported

4

by three independent sources of evidence: (a)  The

5

self-attribution of women themselves of their injuries,

6

(b)  Mental health professionals who have successfully diagnosed

7

and treated post-abortion reaction, and (c)  Statistically

8

validated medical studies controlling for a large number of

9

confounding factors which have been published in peer-reviewed

10

journals, both nationally and internationally; and

11

WHEREAS, The Supreme Court was influenced by and referred to

12

a brief filed on behalf of Sandra Cano, the former "Doe" of Doe

13

v. Bolton, who also wants to overturn her case, which brief was

14

cited by the court and the portion referenced was the testimony

15

of women hurt by abortion; and

16

WHEREAS, The United States 8th Circuit Court of Appeals, on

17

June 27, 2008, followed the Supreme Court, specifically citing

18

that portion of Gonzalez v. Carhart referencing the women's

19

testimony, and upheld a South Dakota law requiring women be

20

informed before their abortion that abortion terminates the

21

"life of a whole, separate, unique, living human being" and of a

22

"description of all known medical risks of the procedure and

23

statistically significant risk factors to which the pregnant

24

woman would be subjected, including: Depression and related

25

psychological distress; and increased risk of suicide ideation

26

and suicide"; and

WHEREAS, On March 14, 2008, the British Royal Academy of

28

Psychiatrists stated: "Healthcare professionals who assess or

29

refer women who are requesting an abortion should assess for

30

mental disorder and for risk factors that may be associated with

its subsequent development. If a mental disorder or risk factors

2

are identified, there should be a clearly identified care

3

pathway whereby the mental health needs of the woman and her

4

significant others may be met. The Royal College of

5

Psychiatrists recognizes that good practice in relation to

6

abortion will include informed consent. Consent cannot be

7

informed without the provision of adequate and appropriate

8

information regarding the possible risks and benefits to

9

physical and mental health." The statement followed the suicide

10

of a woman after an abortion and clearly signals that the

11

international psychiatric community is aware of the problem and

12

seeking to address it; and

13

WHEREAS, Norma McCorvey, who is the former "Roe" of Roe v.

14

Wade, now regrets her participation in that decision and greatly

15

desires to protect women from the harm of abortion; and

16

WHEREAS, It is important and helpful to the women of this

17

great Commonwealth to recognize April 2011 as "Abortion Recovery

18

Awareness Month," and, as the Supreme Court in Gonzalez v.

19

Carhart also stated that the court could find "no reliable data

20

to measure the phenomenon" of women hurt by abortion, it is

21

important for women hurt by abortion to come forth and receive

22

the help they need and warn others of the risks and pain of

23

abortion; therefore be it

24

RESOLVED, That the House of Representatives recognize April

25

2011 as "Abortion Recovery Awareness Month" in Pennsylvania and

26

encourage citizens to discuss, evaluate and promote awareness of

27

the harms and risks of abortion.
