Bill Title: Providing for a Statewide comprehensive health care system; establishing the Pennsylvania Health Care Plan and providing for eligibility, services, coverages, subrogation, participating and nonparticipating providers, cost containment, quality assurance and for transitional support and training; establishing the Pennsylvania Health Care Board, the Pennsylvania Health Care Agency, the Office of Health Care Ombudsman and the Pennsylvania Health Care Trust Fund; and imposing a payroll tax and an additional personal income tax.
