AN ACT

Amending the act of July 2, 1984 (P.L.555, No.111), entitled, as

2

amended, "An act creating a small business incubator program;

3

providing for grants, loans and loan guarantees to small

4

business incubators; specifying the conditions of and

5

requirements for grants and loans; providing for seed grants;

6

and making appropriations," further providing for

7

definitions.

The General Assembly of the Commonwealth of Pennsylvania

9

hereby enacts as follows:

10

Section 1.  The definition of "board" in section 2 of the act

11

of July 2, 1984 (P.L.555, No.111), known as the Small Business

12

Incubators Act, is amended to read:

13

Section 2.  Definitions.

14

The following words and phrases when used in this act shall

15

have the meanings given to them in this section unless the

16

context clearly indicates otherwise:

"Board."  The Board of the Ben Franklin Partnership Fund as

19

established by the act of December 6, 1982 (P.L.774, No.223),

20

entitled "An act amending the act of April 9, 1929 (P.L.177,

No.175), entitled 'An act providing for and reorganizing the

2

conduct of the executive and administrative work of the

3

Commonwealth by the Executive Department thereof and the

4

administrative departments, boards, commissions, and officers

5

thereof, including the boards of trustees of State Normal

6

Schools, or Teachers Colleges; abolishing, creating,

7

reorganizing or authorizing the reorganization of certain

8

administrative departments, boards, and commissions; defining

9

the powers and duties of the Governor and other executive and

10

administrative officers, and of the several administrative

11

departments, boards, commissions, and officers; fixing the

12

salaries of the Governor, [Lieutenant Governor,] and certain

13

other executive and administrative officers; providing for the

14

appointment of certain administrative officers, and of all

15

deputies and other assistants and employes in certain

16

departments, boards, and commissions; and prescribing the manner

17

in which the number and compensation of the deputies and all

18

other assistants and employes of certain departments, boards and

19

commissions shall be determined,' changing the name of the

20

Pennsylvania Science and Engineering Foundation and further

21

providing for membership on and duties of the board."

Section 2.  Upon the ratification of the amendment to the

24

Constitution of Pennsylvania abolishing the office of Lieutenant

25

Governor, the Secretary of the Commonwealth shall cause the date

26

of ratification to be published in the Pennsylvania Bulletin.

27

Section 3.  This act shall take effect as follows:

28

(1)  Section 1 of this act shall take effect upon

29

publication in the Pennsylvania Bulletin of the ratification

30

date of the amendment to the Constitution of Pennsylvania

that abolishes the office of Lieutenant Governor.

(2)  Section 2 of this act and this section shall take

3

effect immediately.
