PRINTER'S NO.  199

THE GENERAL ASSEMBLY OF PENNSYLVANIA

HOUSE BILL

No.

248

Session of

2011

INTRODUCED BY GROVE, D. COSTA, GINGRICH, KAUFFMAN, SWANGER, VULAKOVICH AND BROOKS, JANUARY 26, 2011

REFERRED TO COMMITTEE ON FINANCE, JANUARY 26, 2011

AN ACT

1

Establishing an economic forum for the forecasting of State

2

revenue; and providing for its powers and duties.

3

The General Assembly finds and declares that:

4

(1)  The Commonwealth has consistent problems obtaining

5

the most accurate possible forecasts of its economic future,

6

including State revenues and spending.

7

(2)  Poor budgetary projections lead to large fiscal

8

imbalances and may turn what might have been a manageable

9

problem, had it been handled in time, into a crisis.

10

(3)  The State revenue forecasting process is fraught

11

with opportunities for political gamesmanship.

12

(4)  A process is needed to produce accurate, timely

13

estimates of future State revenues and to enlist in that

14

process economic and taxation experts of known ability.

15

The General Assembly of the Commonwealth of Pennsylvania

16

hereby enacts as follows:

Section 1.  Short title.
