| AN ACT |
| |
1 | Amending Title 4 (Amusements) of the Pennsylvania Consolidated |
2 | Statutes, further providing for distributions from |
3 | Pennsylvania Race Horse Development Fund. |
4 | The General Assembly of the Commonwealth of Pennsylvania |
5 | hereby enacts as follows: |
6 | Section 1. Section 1406 of Title 4 of the Pennsylvania |
7 | Consolidated Statutes is amended by adding subsections to read: |
8 | § 1406. Distributions from Pennsylvania Race Horse Development |
9 | Fund. |

11 | (a.1) Minority-owned race horse development.-- |
12 | Notwithstanding any other provision of this section, 15% of the |
13 | Pennsylvania Race Horse Development Fund shall be set aside for |
14 | minority-owned race horse development. |

16 | (h) Definition.--As used in this section, the term |
17 | "minority-owned race horse development" means a horse breeding |
18 | enterprise owned or controlled by a socially or economically |

1 | disadvantaged resident of this Commonwealth. The disadvantage |
2 | may arise from cultural, racial, chronic economic circumstances |
3 | or background or other similar cause. The term shall include, |
4 | but is not limited to, African Americans, Puerto Ricans, |
5 | Spanish-speaking Americans, American Indians, Eskimos and |
6 | Aleuts. |
7 | Section 2. This act shall take effect in 60 days. |
