AN ACT

Amending Title 75 (Vehicles) of the Pennsylvania Consolidated

Statutes, providing for auction of registration plates.

The General Assembly of the Commonwealth of Pennsylvania

4

hereby enacts as follows:

Section 1.  Title 75 of the Pennsylvania Consolidated

6

Statutes is amended by adding a section to read:

7

§ 1334.2.  Auction of registration plates.

The department shall develop a program for the sale, via

9

Internet auction, of certain registration plates issued by the

10

department. The program shall specify the categories of

11

registration plates that are eligible for sale and shall exclude

12

plates issued for special groups or for special purposes. The

13

program shall establish certain procedures to be followed by

14

persons selling or buying a registration plate, including

15

procedures for the transfer of any registration plate that is

16

sold and the issuance of a new registration to the buyer and to

17

the seller. A registration plate that is sold shall be

18

surrendered by the seller to the department prior to the

transfer. Upon sale of a registration plate, the seller shall

2

remit 25% of the sale proceeds to the department. The program

3

shall require the department to provide notice of the program to

4

all persons who have a current registration issued by the

5

department. The auction shall be conducted in accordance with

6

requirements established by the department.

Section 2.  This act shall take effect in 60 days.
