| AN ACT |
| |
1 | Designating a bridge carrying State Route 607 over Freeman Run |
2 | in the Borough of Austin, Potter County, as the Captain Edgar |
3 | E. Nuschke Memorial Bridge; and designating a bridge carrying |
4 | State Route 872 at Section 110 Offset 0960 over the East Fork |
5 | of Sinnemahoning Creek in Wharton Township, Potter County, as |
6 | the Private First Class Edward Ritsick Memorial Bridge. |
7 | The General Assembly of the Commonwealth of Pennsylvania |
8 | hereby enacts as follows: |
9 | Section 1. Captain Edgar E. Nuschke Memorial Bridge. |
10 | (a) Declaration of policy.--The General Assembly finds and |
11 | declares as follows: |
12 | (1) Captain Edgar E. Nuschke graduated from Austin High |
13 | School and attended the University of Pittsburgh before |
14 | entering the Army Air Corps. |
15 | (2) Captain Nuschke served in the United States Air |
16 | Force and flew 100 successful missions during World War II. |
17 | (3) After his World War II service, Captain Nuschke |
18 | continued his education at Northern Illinois College of |
19 | Optometry. |
20 | (4) Captain Nuschke practiced optometry in Sacramento |

1 | before being recalled into the Air Force in 1951 during the |
2 | Korean War, during which he flew Strategic Air Command |
3 | bombers. |
4 | (5) In 1966 Captain Nuschke was assigned to Vietnam as a |
5 | forward air controller flying L-19 Bird Dogs over enemy |
6 | territory and was responsible for gathering intelligence. |
7 | (6) Captain Nuschke was shot and killed while flying an |
8 | O1G-observation aircraft in Vietnam. |
9 | (7) Captain Nuschke served his country for 22 years. |
10 | (8) Captain Nuschke is honored on the Vietnam Veterans |
11 | Memorial, Panel 14E, Row 64. |
12 | (9) Captain Nuschke is buried in the veterans' section |
13 | of the Glen Oaks Cemetery. |
14 | (b) Designation.--The bridge carrying State Route 607 over |
15 | Freeman Run in the Borough of Austin, Potter County, is |
16 | designated as the Captain Edgar E. Nuschke Memorial Bridge. |
17 | (c) Signs.--The Department of Transportation shall erect and |
18 | maintain appropriate signs to indicate the designation under |
19 | subsection (b). |
20 | Section 2. Private First Class Edward Ritsick Memorial Bridge. |
21 | (a) Declaration of policy.--The General Assembly finds and |
22 | declares as follows: |
23 | (1) Private First Class Edward Ritsick graduated from |
24 | Austin High School and was an avid hunter and sportsman. |
25 | (2) Six months after graduating from high school, |
26 | Private First Class Ritsick joined the United States Army |
27 | where he was assigned to the 65th Engineer Battalion, 25th |
28 | Infantry Division, and served as a light vehicle driver. |
29 | (3) Shortly after arriving in Vietnam, Private First |
30 | Class Ritsick was killed in action on March 11, 1968, in Hau |

1 | Nghia Province, South Vietnam. |
2 | (4) Private First Class Ritsick is honored on the |
3 | Vietnam Veterans Memorial, Panel 44E, Line 20. |
4 | (5) Private First Class Ritsick is buried at St. |
5 | Augustine Cemetery in Austin. |
6 | (b) Designation.--The bridge carrying State Route 872 at |
7 | Section 110 Offset 0960 over the East Fork of Sinnemahoning |
8 | Creek in Wharton Township, Potter County, is designated as the |
9 | Private First Class Edward Ritsick Memorial Bridge. |
10 | (c) Signs.--The Department of Transportation shall erect and |
11 | maintain appropriate signs to indicate the designation under |
12 | subsection (b). |
13 | Section 3. Effective date. |
14 | This act shall take effect in 60 days. |
