It is an editor's brief statement of the essential features of the measure as introduced. Urges Congress to allow direct Congressional representation to United States citizens residing abroad. JOINT MEMORIAL To the Senate and the House of Representatives of the United States of America, in Congress assembled: We, your memorialists, the Seventy-seventh Legislative Assembly of the State of Oregon, in legislative session assembled, respectfully represent as follows: Whereas the nature of the global economy now requires that many United States citizens live and work in foreign countries; and Whereas a large number of United States citizens now live abroad while still maintaining personal and economic ties to people and property in the United States; and Whereas the interests and needs of United States citizens living abroad are unique and may vary greatly from those of citizens residing within the United States; and Whereas United States citizens living abroad can bring an important global perspective to issues that affect all Americans; and Whereas Delegates to Congress from the District of Columbia, the Commonwealth of the Northern Mariana Islands and the incorporated Territories of American Samoa, Guam and the Virgin Islands, and the Resident Commissioner of the unincorporated Territory of Puerto Rico, currently may propose legislation, may offer amendments and may cast votes in the committee proceedings of the United States House of Representatives; and Whereas the population of United States citizens living abroad is now large enough that direct representation of these citizens in the Congress of the United States is necessary and appropriate to protect their interests and to serve the needs of all Americans; now, therefore, Be It Resolved by the Legislative Assembly of the State of Oregon: (1) The Congress of the United States of America is respectfully urged to allow direct Congressional representation to United States citizens living abroad. (2) A copy of this memorial shall be sent to each member of the Oregon Congressional Delegation. ----------
