                             SUMMARY

The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.

  Urges Congress to call convention for proposing amendment to
Constitution of United States providing that increase in federal
debt requires approval of majority of state legislatures.

                         JOINT MEMORIAL
To the President of the United States and the Senate and the
  House of Representatives of the United States of America, in
  Congress assembled:
  We, your memorialists, the Seventy-sixth Legislative Assembly
of the State of Oregon, in legislative session assembled,
respectfully represent as follows:
  Whereas Article V of the Constitution of the United States
provides authority for a convention to be called by the Congress
of the United States for the purpose of proposing amendments to
the Constitution upon application of two-thirds of the
legislatures of the several states; and
  Whereas the Legislative Assembly of the State of Oregon favors
the proposal and ratification of an amendment to the Constitution
of the United States providing that an increase in the federal
debt requires approval of a majority of the legislatures of the
several states; now, therefore,
Be It Resolved by the Legislative Assembly of the State of
  Oregon:
  (1) That the Seventy-sixth Legislative Assembly of the State of
Oregon:
  (a) As provided in Article V of the Constitution of the United
States, respectfully applies for a convention for proposed
amendments to the Constitution of the United States for the
purpose of proposing an amendment providing that an increase in
the federal debt requires approval of a majority of the
legislatures of the several states;
  (b) Respectfully requests that the convention be focused
entirely upon and limited exclusively to the subject matter of
proposing for ratification an amendment to the Constitution of
the United States providing that an increase in the federal debt
requires approval of a majority of the legislatures of the
several states; and
  (c) Rescinds the application described in this subsection if
either of the following occur:
  (A) The Congress of the United States, prior to receiving an
application from the legislatures of at least 34 states proposing
the same subject matter as the application made under this
memorial, first proposes an amendment to the United States
Constitution for ratification by the several states providing
that an increase in the federal debt requires approval from a
majority of the legislatures of the several states; or
  (B) The Congress of the United States calls a convention for
proposing amendments to the Constitution to consider any subject
matter other than an amendment providing that an increase in the
federal debt requires approval from a majority of the
legislatures of the several states, based upon receipt of
applications for a convention from at least 34 states proposing
the same subject matter as this memorial.
  (2) A copy of this memorial shall be sent to the President of
the United States, the Senate Majority Leader, the Speaker of the
House of Representatives, each member of the Oregon Congressional
Delegation and the presiding officers of each house of the
several state legislatures, requesting their cooperation in
applying for a convention limited to the same subject matter as
this memorial.
