75th OREGON LEGISLATIVE ASSEMBLY--2010 Special Session Enrolled Senate Concurrent Resolution 21 Sponsored by Senator WINTERS; Senators BONAMICI, DEVLIN, FERRIOLI, GIROD, JOHNSON, NELSON, ROSENBAUM, SCHRADER, VERGER (Presession filed.) Whereas James K. Lace, M.D., a Salem pediatrician, has been practicing medicine and improving the health of Salem's children for nearly 30 years; and Whereas James K. Lace, M.D., was honored as the 49th recipient of the Oregon Medical Association's Doctor-Citizen of the Year in 2006; and Whereas James K. Lace, M.D., has contributed to the development of multiple orphanages since 2002 in areas of Tanzania that lack adequate health-related resources, including Arusha, Arumeru, Dar es Salaam, Kikatiti, and Lengast in the Masai lands; and Whereas these orphanages now provide medical treatment to several hundred orphaned and vulnerable children annually; and Whereas James K. Lace, M.D., established the Yatima Group Fund and the Orphans Foundation Fund to fund improvements to these orphanages, including the development of sources of clean water, agriculture products, indoor kitchens, sanitary facilities, classrooms and dormitories; and Whereas James K. Lace, M.D., currently works with Oregon Health and Science University and Mount Meru Hospital in Arusha, Tanzania, to facilitate a doctor exchange program; and Whereas James K. Lace, M.D., currently works with Western Oregon University to facilitate the development of a project that allows students to work with Orphans Foundation Fund projects in Tanzania; and Whereas James K. Lace, M.D., continues his work in support of a vision for shared self-help that promotes self-sufficiency for emerging leaders in villages in Tanzania; and Whereas James K. Lace, M.D., volunteered with Northwest Medical Teams International to serve in Sri Lanka after the 2004 tsunami that ravaged southeast Asia; and Whereas James K. Lace, M.D., as the chair of the Legislative Committee of the Oregon Medical Association, has helped pass numerous bills that improve and protect the health of Oregon's children; and Whereas James K. Lace, M.D, has provided leadership and legislative advocacy in establishing the Healthy Kids program, which provides free or low-cost health care coverage to Oregon children who do not have health insurance; and Whereas James K. Lace, M.D., was honored by the Oregon Pediatric Society when it established the James K. Lace Award for Pediatric Advocacy, which is given to the pediatric resident at Oregon Health and Science University who has demonstrated interest in children's issues in the area of state or national politics; and Whereas James K. Lace, M.D., was awarded the President's Achievement Award in January 2010 by the Marion-Polk County Medical Society for his multiple international humanitarian missions, his many years representing medicine at the state and Enrolled Senate Concurrent Resolution 21 (SCR 21-A) Page 1 federal government levels and his lifetime commitment to the art and science of medicine; and Whereas James K. Lace, M.D., is an active member of the Oregon Health Plan Advisory Task Force and the Oregon Medical Association's Amphetamine Task Force and was the president of the Oregon Pediatric Society; now, therefore, Be It Resolved by the Legislative Assembly of the State of Oregon: That we, the members of the Seventy-fifth Legislative Assembly, in special legislative session assembled, commend Dr. James K.
