Whereas Steven Apotheker lived his life in harmony with his
values every day, serving as an environmental advocate and
visionary and scholar of recycling; and
Whereas Steven Apotheker was born in Arlington, Virginia, to
David and Mildred Apotheker on November 21, 1952, the oldest
sibling of Jeffrey, Brent, Ruthann and Alison; and
Whereas Steven Apotheker graduated from high school in
Wilmington, Delaware, where he earned the rank of Eagle Scout and
participated actively in music, drama and varsity sports; and
Whereas Steven Apotheker earned a bachelor's degree in physics
at Drew University in 1974 and a master's degree in physics at
the University of Illinois in 1977, where he was a leader in the
anti-apartheid movement for university divestment from South
Africa; and
Whereas Steven Apotheker began his involvement in recycling by
co-founding the Community Recycling Center in Champaign-Urbana,
Illinois, and directing it from 1978 to 1989; and
Whereas Steven Apotheker established the Illinois Association
of Recycling Centers, helped organize the Midwest Recycling
Coalition, drafted statewide recycling and solid waste management
legislation and served as the president of the Illinois Recycling
Association from 1985 to 1987; and
Whereas Steven Apotheker was named Recycler of the Year in 1990
by the National Recycling Coalition; and
Whereas Steven Apotheker began courting Diane Meisenhelter in
1976 and married her in 1989; and
Whereas the couple moved to Portland, Oregon, where their
daughter, Jesse, was born in 1994; and
Whereas Steven Apotheker was a founding member of the OnGoing
Community, which has established over the past 22 years an urban
farm on which the Apotheker homestead has served as a model for
how to combine green building practices and Americans with
Disabilities Act accessibility standards; and
Whereas Steven Apotheker worked at Resource Recycling, a
national recycling magazine, for almost a decade, adding to his
reputation as a leading researcher and policy analyst in the
field of resource management; and
Whereas Steven Apotheker served for more than 13 years as a
senior policy analyst at Metro, the regional government of the
Portland metropolitan region, where his dedication to
sustainability and the reduction of greenhouse gas emissions led
him to establish Metro's Green Team for the purpose of improving
the efficiency and sustainability of Metro's internal operations;
and

Whereas Steven Apotheker won the National Recycling Coalition's
Lifetime Achievement Award in 2007 and also received the
Association of Oregon Recyclers' Individual Recycler of the Year
Award in 2007; and
Whereas Steven Apotheker served on the Bottle Bill Task Force
established by the Oregon legislature in 2007; and
Whereas Steven Apotheker's recommendations guided the
legislature in substantially updating the Bottle Bill in 2011;
and
Whereas Steven Apotheker served on the disabilities advisory
committee for the Public Utility Commission; and
Whereas Steven Apotheker, during his time in public service,
earned a reputation as a groundbreaker, an educator, a genius at
data analysis and a person who inspired those around him to think
more deeply and more rigorously about humanity's impact on the
Earth; and
Whereas Steven Apotheker's influence was felt locally,
regionally and nationally; and
Whereas Steven Apotheker's work on behalf of all Oregonians was
only exceeded by his devotion to his family, as he always made
time to play basketball and softball with his daughter, to go
dancing with his wife and to spend time in nature and travel the
world with his family; and
Whereas Steven Apotheker died in Portland, Oregon, on Monday,
June 20, 2011, after a valiant six-year battle against multiple
system atrophy; and
Whereas Steven Apotheker, even though he inspired universal
respect for his commitment and his intellectual leadership, will
be remembered most fondly for his kindness, selflessness,
patience, modesty and lively wit; and
Whereas the environment and the people of Oregon are better off
today because of the work, warmth, compassion and dedication of
Steven Apotheker; now, therefore,
Be It Resolved by the Legislative Assembly of the State of
Oregon:
That we, the members of the Seventy-sixth Legislative Assembly,
express our gratitude for Steven Apotheker's lifelong commitment
to the environment and humanity and for his selfless service on
behalf of all Oregonians; and be it further
Resolved, That a copy of this resolution be presented with our
condolences to Steven Apotheker's wife, Diane, his daughter,
Jesse, and the rest of his family.
