                Senate Concurrent Resolution 207

Sponsored by Senator DINGFELDER, Representative READ (Presession
  filed.)

  Whereas Gail Louise Achterman was born in Portland, Oregon, on
August 1, 1949, and was raised in Salem, Oregon; and
  Whereas Gail Louise Achterman graduated from Stanford
University with an A.B. degree in economics, and earned an M.S.
degree in natural resource policy and management and a J.D.
degree, both from the University of Michigan; and
  Whereas Gail Louise Achterman began her career working for the
United States Department of the Interior in Washington, D.C.,
before moving back to Oregon to join a private law firm; and
  Whereas Gail Louise Achterman held a deep and abiding devotion
to the natural world, particularly her beloved Willamette Valley;
and
  Whereas Gail Louise Achterman worked tirelessly throughout her
life to contribute to the prosperity of Oregon and its natural
environment; and
  Whereas Gail Louise Achterman demonstrated a lifelong
commitment to civic duty, volunteering for numerous boards and
charitable organizations; and
  Whereas Gail Louise Achterman had a long history of public
service to Oregon, serving as Assistant to the Governor for
Natural Resources, as Executive Director of the Deschutes
Resources Conservancy and as the first Director of the Institute
for Natural Resources; and
  Whereas Gail Louise Achterman, after her appointment to the
Oregon Transportation Commission in 2000 by Governor John A.
Kitzhaber and during her service as chairperson of the commission
from 2007 to 2011, made significant contributions to the work of
the commission by building relationships between stakeholders,
increasing the transparency and efficiency of the decision-making
of the Department of Transportation, advocating for environmental
stewardship while promoting the streamlining of environmental
permitting, and perhaps most importantly, creating an atmosphere
of innovation and cooperation with her energy and optimism; and
  Whereas Gail Louise Achterman was a valuable mentor to others,
offering her time generously, sharing her knowledge unselfishly
and encouraging others to strive to reach their full potential;
and
  Whereas Gail Louise Achterman blazed a trail for women
throughout her life, beginning as one of the first female
swimmers at South Salem High School to be awarded a letter, as
the first female member of the Arlington Toastmaster Club, and as
one of the few female lawyers at Stoel Rives LLP when she began
working there in 1978; and
  Whereas Gail Louise Achterman was married to Charles McGinnis
and had two stepsons, Daniel and Ryan, one stepgrandson, many
nieces and nephews and three great-nieces and great-nephews; and
  Whereas Gail Louise Achterman died peacefully on January 28,
2012, at the age of 62; now, therefore,

Be It Resolved by the Legislative Assembly of the State of
  Oregon:

  That we, the members of the Seventy-sixth Legislative Assembly,
honor, celebrate and express our appreciation for Gail Louise
Achterman's legacy of outstanding service to this state, her
numerous achievements, and her contributions to Oregon through
her civic commitments and mentoring activities; and be it further
  Resolved, That a copy of this resolution be presented with our
condolences to Gail Louise Achterman's family.
