  (Presession filed.)

  Whereas Metro has given preliminary permission to the USS
Ranger Foundation to moor the super aircraft carrier USS Ranger
at the Columbia River's Chinook Landing Marine Park; and
  Whereas the USS Ranger will become the world's largest floating
museum, with plans for an education center, an emergency
preparedness center, 100,000 square feet of meeting space and a
military memorial; and
  Whereas the USS Ranger, currently decommissioned in Bremerton,
Washington, was commissioned in 1957 at the Norfolk Naval
Shipyard in Portsmouth, Virginia; and
  Whereas the USS Ranger, a Forrestal-class aircraft carrier, is
more than three football fields in length, 130 feet wide at the
water line and has a flight deck that spreads 271 feet; and
  Whereas the USS Ranger has seen combat action against North
Vietnam and engaged in Operation Desert Storm; and
  Whereas the USS Ranger received the Navy Unit Commendation for
exceptionally meritorious service during combat operations in
Southeast Asia from January to August 1966; and
  Whereas the USS Ranger earned 13 battle stars for service in
Vietnam; and
  Whereas the USS Ranger made history when in March 1983 an
all-woman flight crew landed aboard the carrier; and
  Whereas the USS Ranger in August 1989 rescued 39 Vietnamese
refugees who were adrift for 10 days on a barge in heavy seas and
monsoon rains in the South China Sea; and
  Whereas in December 1992 the USS Ranger played a significant
role in a massive relief effort for starving Somalis in Operation
Restore Hope, including providing logistics support and sending
digital photographs by International Marine Satellite, the first
time digital photographs were successfully transmitted from a
ship at sea; and
  Whereas the United States Navy believes that a good case may be
made for the USS Ranger being eligible for listing in the
National Register of Historic Places; and
  Whereas the USS Ranger is best known for its role in the movie
'Top Gun'; now, therefore,

Be It Resolved by the Legislative Assembly of the State of
  Oregon:

  That we, the members of the Seventy-sixth Legislative Assembly,
express our congratulations to the USS Ranger Foundation and
other supporters in their efforts to secure approval to moor the
USS Ranger as a floating museum at Chinook Landing Marine Park.
