                             SUMMARY

The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure.

  Requires Oregon Department of Administrative Services to adopt
plan   { - and rules - }  and state agencies to perform certain
actions related to sustainability.   { - Requires state agencies
to reduce amount of paper purchased each year for internal
operations, beginning on specified date. - }
  Clarifies statutory requirements relating to state waste paper
collection program.

                        A BILL FOR AN ACT
Relating to sustainability; creating new provisions; and amending
  ORS 459A.480.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) As used in this section:
  (a) 'State agency' means any state board, commission or
department, except those in the legislative and judicial
branches.
  (b) 'Sustainability' has the meaning given that term in ORS
184.421.
  (2) The Legislative Assembly finds and declares that state
agency internal operations consume significant resources and
supplies and that those operations should be conducted in a
manner that minimizes their negative impact on Oregon's
environment, economy and communities.
  (3) The Oregon Department of Administrative Services shall
adopt and annually update a plan by which state agencies must
implement the goals related to sustainability listed in ORS
184.423. The plan must:
  (a) Include strategies for creating a culture of sustainability
for employees of state agencies; and
  (b) Establish guidelines for developing, monitoring and
expanding sustainable operations in state agencies, including
guidelines for the sustainable use of state-owned facilities,
vehicles and information technology.
  (4) To assist state agencies in achieving the goals listed in
ORS 184.423, the department shall:
  (a) Provide state agency employees with information on
sustainable practices, including greenhouse gas reduction

strategies, resource conservation strategies and the recycling
practices required in ORS 459A.480;
  (b) Establish programs for training state agency employees on
how to implement those strategies and recycling practices; and
  (c) Schedule and convene meetings between state agencies for
the purpose of collaborating on sustainability programs and
practices.
  (5) Each state agency shall, in consultation with the
department, create and maintain a Green Team Program by which
employees of the state agency may voluntarily organize for the
purpose of participating in activities related to
sustainability. + }
  SECTION 2. ORS 459A.480 is amended to read:
  459A.480. (1) For the   { - current - }  state waste paper
collection program, the Oregon Department of Administrative
Services  { - , in consultation with the Department of
Environmental Quality, - }  shall provide participating locations
with public awareness information and training to state and
legislative employees, including but not limited to the proper
separation and disposal of recycled resources. Additionally, the
 { - Oregon Department of Administrative Services, in
consultation with the Department of Environmental Quality, - }
 { + department + } shall provide training for personnel,
including but not limited to state buildings and grounds
personnel responsible for the collection of waste materials.

separation and collection of recyclable materials.
  (2) The   { - Oregon Department of Administrative Services

a + } state waste paper collection program for employees of state
government, as defined in ORS 174.111. This program shall include
recycling opportunities for office paper, corrugated cardboard,
newsprint, beverage containers as defined in ORS 459A.700,
container glass, mixed waste paper, plastic bottles, waste oil,
clay-coated materials, batteries, toner and printer cartridges
and any other material at the discretion of the Director of the
Oregon Department of Administrative Services  { - , in
consultation with the Department of Environmental Quality - } .
  (3) The   { - Oregon - }  department   { - of Administrative
Services - }  may { + :
  (a) Consult with the Department of Environmental Quality in
implementing this section; and
  (b) + } Contract as necessary for the recycling of products
