                             SUMMARY

  Requires public universities and community colleges to provide
financial aid to students with unmet financial need under federal
aid formula when university or community college raises tuition
more than ___ percent.

                        A BILL FOR AN ACT
Relating to postsecondary student financial aid.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) An institution of higher education listed
in ? ORS 352.002 or a community college in this state must
provide financial aid to pay for the unmet financial need of
students eligible to receive federal grants under Title IV of the
Higher Education Act of 1965, as amended, if the institution
raises its tuition for an academic year to an amount that is more
than ___ percent of the tuition charged by the institution for
the previous academic year.
  (2) As used in this section, 'unmet financial need' means the
difference between a student's cost of attending an institution
of higher education listed in ORS 352.002 or a community college
in this state for an academic year and the sum of a student's
expected family contribution plus all amounts of federal
financial aid awarded as grants or loans to the student, as
determined by a student's Free Application for Federal Student
Aid (FAFSA) for the academic year. + }
