Declares emergency, effective July 1, 2013. A BILL FOR AN ACT Relating to research programs; appropriating money; and declaring an emergency. Be It Enacted by the People of the State of Oregon: SECTION 1. { + (1) The Agricultural Experiment Station Fermentation Sciences and Value Added Program is established at Oregon State University for the purpose of providing science-based research and innovation in support of Oregon's rapidly growing value-added wine, cheese, microbrew, distilled spirits and artisan bread industries. (2) Oregon State University shall collaborate with related workforce development and outreach programs at Umpqua Community College, Chemeketa Community College and other Oregon community colleges and high schools offering such programs. + } SECTION 2. { + There is appropriated to the Oregon Department of Administrative Services, for allocation to the Oregon University System, for the biennium beginning July 1, 2013, out of the General Fund, the amount of $2,500,000 to be distributed to Oregon State University for the purpose of carrying out the provisions of section 1 of this 2013 Act. + } SECTION 3. { + This 2013 Act being necessary for the immediate preservation of the public peace, health and safety, an emergency is declared to exist, and this 2013 Act takes effect on July 1, 2013. + } ----------
