It is an editor's brief statement of the essential features of the measure as introduced. Requires qualifying electricity for which bundled renewable energy certificate is issued under renewable portfolio standard to be produced by facility under ownership of or long-term contract with utility using certificate to comply with renewable portfolio standard. A BILL FOR AN ACT Relating to renewal portfolio standard bundled renewable energy certificates; amending ORS 469A.135. Be It Enacted by the People of the State of Oregon: SECTION 1. ORS 469A.135 is amended to read: 469A.135. (1) A bundled renewable energy certificate may be used to comply with a renewable portfolio standard if: (a) The facility that generates the qualifying electricity for which the certificate is issued is located in the United States and within the geographic boundary of the Western Electricity Coordinating Council; and (b) The qualifying electricity for which the certificate is issued is { + : (A) Produced by an electrical generating facility that is owned by the electric utility using the bundled certificate or purchased under a contract of more than 12 months' duration by the electric utility using the bundled certificate; and (B) + }Delivered to the Bonneville Power Administration, to the transmission system of an electric utility or to another delivery point designated by an electric utility for the purpose of subsequent delivery to the electric utility. (2) An unbundled renewable energy certificate may be used to comply with a renewable portfolio standard if the facility that generates the qualifying electricity for which the certificate is issued is located within the geographic boundary of the Western Electricity Coordinating Council. (3) Renewable energy certificates issued for any electricity that the Bonneville Power Administration has designated as environmentally preferred power, or has given a similar designation for electricity generated from a renewable resource, may be used to comply with a renewable portfolio standard without regard to the location of the generating facility. ----------
