  Appropriates moneys from General Fund to Department of
Community Colleges and Workforce Development for planning for or
constructing Thrive Center at Chemeketa Community College.
  Declares emergency, effective July 1, 2011.

                        A BILL FOR AN ACT
Relating to state financial administration; appropriating money;
  and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + There is appropriated to the Department of
Community Colleges and Workforce Development, for the biennium
beginning July 1, 2011, out of the General Fund, the amount of
$1,000,000 for the purpose of planning for or constructing the
Thrive Center at Chemeketa Community College. + }
  SECTION 2.  { + This 2011 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2011 Act takes effect July 1,
2011. + }
