It is an editor's brief statement of the essential features of the measure as introduced. Directs appropriation bills to contain itemized list of state agency expenditures related to public employee compensation. Directs Oregon Department of Administrative Services and Governor to submit budget report to Legislative Assembly that contains itemized list of state agency expenditures related to public employee compensation. Specifies contents of list. A BILL FOR AN ACT Relating to state finance. Be It Enacted by the People of the State of Oregon: SECTION 1. { + Sections 2 to 4 of this 2011 Act are added to and made a part of ORS 291.201 to 291.222. + } SECTION 2. { + As used in sections 2 to 4 of this 2011 Act: (1) 'Appropriation bill' means a legislative Act that appropriates money to or authorizes the expenditure of dedicated or continuously appropriated moneys by a state agency or otherwise makes moneys available for expenditure by a state agency. (2) 'State agency' means every state officer, board, commission, department, institution, branch or agency of the state government whose costs are paid wholly or in part from funds held in the State Treasury. (3) 'State government' has the meaning given that term in ORS 174.111. + } SECTION 3. { + (1) Each appropriation bill enacted by the Legislative Assembly shall include an itemized list of the amounts of any portion of the appropriation that will be dedicated to the expenses of public employee compensation. Each action approved by the Emergency Board shall be accompanied by a report prepared by the Legislative Fiscal Officer that includes an itemized list of the amounts of any portion of the action that will be dedicated to the expenses of public employee compensation. (2) A list described in subsection (1) of this section shall include, but is not limited to, expenses of public employee compensation related to: (a) Employee salaries; (b) Reclassification of employee positions; (c) Employee step increases; (d) Employee health benefits; (e) Employee retirement benefits; (f) Insurance expenses other than health benefits; (g) Projected cost-of-living increases; and (h) Paid vacation or other available paid leave time. + } SECTION 4. { + (1) As part of the tentative budget plan and the budget report required under ORS 291.210 and 291.216, for each state agency, the Oregon Department of Administrative Services and the Governor shall include an itemized list of the amounts of any portion of a proposed appropriation to a state agency that will be dedicated to the expenses of public employee compensation. (2) A list described in subsection (1) of this section shall include, but is not limited to, expenses of public employee compensation related to: (a) Employee salaries; (b) Reclassification of employee positions; (c) Employee step increases; (d) Employee health benefits; (e) Employee retirement benefits; (f) Insurance expenses other than health benefits; (g) Projected cost-of-living increases; and (h) Paid vacation or other available paid leave time. + } SECTION 5. { + Section 4 of this 2011 Act applies to tentative budget plans and budget reports prepared for biennia beginning on or after July 1, 2013. + } SECTION 6. { + Section 2 of this 2011 Act applies to: (1) Appropriation bills enacted during a session of the Legislative Assembly that begins on or after the effective date of this 2011 Act; and (2) Actions of the Emergency Board that occur on or after the effective date of this 2011 Act. + } ----------
