  Limits approval of design or construction of roundabouts by
Department of Transportation.

                        A BILL FOR AN ACT
Relating to roundabouts.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) As used in this section:
  (a) 'Circulatory roadway' has the meaning given that term in
ORS 801.187.
  (b) 'Commercial motor vehicle' has the meaning given that term
in ORS 801.208.
  (c) 'Highway' has the meaning given that term in ORS 801.305.
  (d) 'Roundabout' has the meaning given that term in ORS
801.451.
  (2) The Department of Transportation may approve the design or
construction of a roundabout only if:
  (a) There is no identified freight route connected to the
roundabout;
  (b) The department determines that 85 percent of the traffic is
actually traveling at a speed of 35 miles per hour or less on the
highways connected to the roundabout within one-half mile of the
roundabout;
  (c) On a one lane circulatory roadway, two percent or less of
the total daily traffic volume is composed of commercial motor
vehicles; or
  (d) On a multilane circulatory roadway, one percent or less of
the total daily traffic volume is composed of commercial motor
vehicles. + }
  SECTION 2.  { + Section 1 of this 2011 Act applies to
roundabouts designed or constructed on or after the effective
date of this 2011 Act. + }
