                             SUMMARY

The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.

  Establishes pilot project designed to assist small school
districts in identifying and using diverse funding sources for
capital construction costs.
  Allocates from Administrative Services Economic Development
Fund to school capital matching subaccount amount equal to 50
percent of ending biennial balance of fund as established by
revenue forecast issued during May 2013.
  Sunsets pilot project June 30, 2013.
  Declares emergency, effective on passage.

                        A BILL FOR AN ACT
Relating to funding for school capital construction costs; and
  declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) The Department of Education shall select a
school district for a pilot project designed to assist small
school districts in identifying and using diverse funding sources
for capital construction costs.
  (2) The school district selected by the department must:
  (a) Be a small school district that serves fewer than 500
students and that has three or fewer schools.
  (b) Show a demonstrated ability to secure funding for capital
construction projects through a diverse selection of public and
private sources, including grants, donations, construction taxes,
energy rebates, bond levies, sales of real estate and state and
federal funding sources.
  (3) The school district selected for the pilot project under
this section may already be in the process of identifying and
using diverse funding sources for capital construction costs when
selected by the department.
  (4) The department shall report to the Legislative Assembly
about the pilot project prior to February 1, 2013. + }
  SECTION 2.  { + Section 1 of this 2011 Act is repealed June 30,
2013. + }
  SECTION 3.  { + There is allocated from the Administrative
Services Economic Development Fund to the school capital matching
subaccount created within the Education Stability Fund under
section 4 (8), Article XV of the Oregon Constitution, an amount
equal to 50 percent of the ending balance for the 2011-2013
biennium of the Administrative Services Economic Development Fund
as established by the revenue forecast issued during May 2013 by
the Oregon Department of Administrative Services pursuant to ORS
291.342. + }
  SECTION 4.  { + This 2011 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2011 Act takes effect on its
passage. + }
