                             SUMMARY

The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.

  Allows Student Access Commission to award grants to students
pursuing degrees in science or engineering at public university
or Oregon Health and Science University.
  Establishes Science and Engineering Degree Fund.

                        A BILL FOR AN ACT
Relating to Science and Engineering Degree Fund; and
  appropriating money.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + Section 2 of this 2013 Act is added to and made
a part of ORS chapter 348. + }
  SECTION 2.  { + (1) In addition to any other form of student
financial aid authorized by law, the Oregon Student Access
Commission may award grants to qualified residents of this state
who are:
  (a) Enrolled at a public university listed in ORS 352.002 or
Oregon Health and Science University; and
  (b) Pursuing a degree in science or engineering.
  (2) An applicant qualifies for a grant under this section if
the commission determines that the financial capacity of the
applicant, or the applicant's family, to contribute to the
applicant's educational costs is inadequate.
  (3) Grants may be received by a student each year of
attendance, depending on the continuing need of the student for
the grant. + }
  SECTION 3.  { + (1) There is established in the State Treasury
a fund, separate and distinct from the General Fund, to be known
as the Science and Engineering Degree Fund, which may be invested
in the same manner as the Oregon Student Assistance Fund. The
Science and Engineering Degree Fund may receive funds from state
and private sources for the purpose of awarding grants to student
residents of this state who are eligible to receive funds under
section 2 of this 2013 Act. Interest earned by the Science and
Engineering Degree Fund shall be credited to the fund.
  (2) All funds for and relating to grants received by the Oregon
Student Access Commission for the Science and Engineering Degree
Fund are continuously appropriated to the Oregon Student Access
Commission for the purposes for which the fund was created. + }
