SUMMARY
The following summary is not prepared by the sponsors of the

brief statement of the essential features of the measure as
introduced.
Directs Department of Veterans' Affairs to develop and
implement program designed to encourage women who are veterans to
take advantage of health care benefits provided by United States
Department of Veterans Affairs. Requires department to report on
program to appropriate interim committees of Legislative Assembly
every two years.
Appropriates moneys from General Fund for purposes of
developing and implementing program.
Declares emergency, effective on passage.
A BILL FOR AN ACT
Relating to women who are veterans; appropriating money; and
declaring an emergency.
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + (1) The Department of Veterans' Affairs shall
develop and implement a program designed to encourage women who
are veterans of all eras of service to take advantage of the
health care benefits provided by the United States Department of
Veterans Affairs.
(2) On or before October 31 of each even-numbered year, the
department shall report to the appropriate interim committees of
the Legislative Assembly on the program. + }
SECTION 2. { + In addition to and not in lieu of any other
appropriation, there is appropriated to the Department of
Veterans' Affairs, for the biennium beginning July 1, 2011, out
of the General Fund, the amount of $100,000, which may be
expended for the purpose of carrying out the provisions of
section 1 of this 2011 Act. + }
SECTION 3. { + This 2011 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2011 Act takes effect on its
passage. + }
