                             SUMMARY

The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.

  Urges Congress to refrain from enacting legislation that
overturns or thwarts intent of Federal Communications Commission
regulations concerning net neutrality and to enact legislation
that supports authority of commission to regulate Internet
service providers for certain purposes.

                         HOUSE MEMORIAL
To the Senate and the House of Representatives of the United
  States of America, in Congress assembled:
  We, your memorialists, the House of Representatives of the
State of Oregon, in legislative session assembled, respectfully
represent as follows:
  Whereas the content that the public shares through the Internet
is a public good and should not be subject to restrictions that
Internet service providers, which are not accountable to the
public, can put in place for the providers' own purposes; and
  Whereas allowing Internet service providers to put restrictions
on the free flow of information over the Internet sets a
precedent that might allow the providers to discriminate against
or restrict information on the Internet for any reason; and
  Whereas privacy protections for Internet users are of
significant concern and are often subject to the business
interests and business practices of Internet service providers;
and
  Whereas additional concern exists regarding the market power of
the few businesses that control access to the Internet; and
  Whereas the Federal Communications Commission has adopted final
regulations that address most of the concerns set forth in this
memorial and that, in the opinion of your memorialists, strike a
reasonable balance between those concerns and the expectations
that Internet service providers have with respect to their
ability to run their businesses responsibly and profitably; now,
therefore,
Be It Resolved by the House of Representatives of the State of
  Oregon:
  (1) The Congress of the United States of America is
respectfully urged to:
  (a) Refrain from enacting legislation that would overturn or
thwart the intent of the regulations that the Federal
Communications Commission has adopted; and

  (b) Enact legislation that supports the authority of the
commission to regulate Internet service providers so as to
protect consumer privacy and promote, protect and enhance the
free flow of information over the Internet.
  (2) A copy of this memorial shall be sent to the President of
the United States and to each member of the Oregon Congressional
Delegation.
