It is an editor's brief statement of the essential features of the measure as introduced. Urges Congress to repeal prohibition on commercial use of Interstate rights-of-way. HOUSE MEMORIAL To the Senate and the House of Representatives of the United States of America, in Congress assembled: We, your memorialists, the House of Representatives of the State of Oregon, in legislative session assembled, respectfully represent as follows: Whereas the State of Oregon is currently suffering economic depression; and Whereas that economic depression has resulted in budget shortfalls for the Department of Transportation; and Whereas those budget shortfalls threaten the department's ability to maintain roadside rest areas in this state; and Whereas 23 U.S.C. 111 makes the receipt of federal moneys for the development of the Interstate System contingent on a state not entering into an agreement with a commercial establishment to serve vehicles and travelers at roadside rest areas; and Whereas 23 U.S.C. 111 also provides for such agreements if those agreements were in effect before the passage of 23 U.S.C. 111; and Whereas the provision for agreements that were in effect before the passage of 23 U.S.C. 111 creates an unfair disparity between those states that had entered into such agreements before the passage of 23 U.S.C. 111 and those states that had not entered into such agreements before the passage of 23 U.S.C. 111; and Whereas the repeal of 23 U.S.C. 111 would benefit the State of Oregon by allowing the Department of Transportation to enter into contracts with commercial establishments whereby those commercial establishments would bear the cost of maintaining roadside rest areas; now, therefore, Be It Resolved by the House of Representatives of the State of Oregon: (1) The Congress of the United States of America is respectfully urged to repeal 23 U.S.C. 111. (2) A copy of this memorial shall be sent to each member of the Oregon Congressional Delegation. ----------
