                             SUMMARY

The following summary is not prepared by the sponsors of the

brief statement of the essential features of the measure as
introduced.

  Directs Teacher Standards and Practices Commission to align
state educator preparation programs with national professional
standards.

                        JOINT RESOLUTION
  Whereas the quality of educator preparation programs is
paramount to a strong and sound educational system; and
  Whereas a seamless system of professional development that
begins with educator preparation programs and continues through
employment as educational professionals is critical to
strengthening the performance and achievement of Oregon's
students; and
  Whereas a well-prepared professional educational workforce is
fundamental to strengthening Oregon's economy; and
  Whereas aligning state educator preparation programs with
national standards for educational professionals and holding
those programs accountable to those standards ensure a vital and
viable resource for all school districts statewide; and
  Whereas the Legislative Assembly recognizes the value of
ongoing professional development that is aligned with national
research, best practices and professional standards of
excellence; and
  Whereas the Teacher Standards and Practices Commission should
use as a basis for initial and continuing teacher licensure the
performance-based professional standards that were recently
revised by the Interstate New Teacher Assessment and Support
Consortium; and
  Whereas the Legislative Assembly supports state accreditation
standards that are aligned with national accreditation standards,
including standards adopted by the Council for the Accreditation
of Educator Preparation; and
  Whereas the Teacher Standards and Practices Commission should
align state accreditation standards with national accreditation
standards; and
  Whereas the Teacher Standards and Practices Commission has
taken an active part in the review and revision of the
performance-based professional standards that were recently
revised by the Interstate New Teacher Assessment and Support
Consortium; and

  Whereas the Teacher Standards and Practices Commission has
spent the last year working with higher education experts and
other professionals to revise state accreditation standards to
align those standards with national accreditation standards; and
  Whereas the Teacher Standards and Practices Commission should
continuously review the state accreditation standards for all
state educator preparation programs to ensure alignment with
national standards as they are revised by the profession; and
  Whereas the Teacher Standards and Practices Commission should
continue to collaborate with public and private institutions of
higher education, the Department of Education, school districts,
educators and community partners during the adoption and
alignment of standards; now, therefore,
Be It Resolved by the Legislative Assembly of the State of
  Oregon:
  That we, the members of the Seventy-sixth Legislative Assembly,
direct the Teacher Standards and Practices Commission to align
all state educator preparation programs with national standards
of excellence recognized by the profession; and be it further
  Resolved, That we, the members of the Seventy-sixth Legislative
Assembly, urge the Teacher Standards and Practices Commission to
act in a timely manner to implement the performance-based
professional standards that were recently revised by the
Interstate New Teacher Assessment and Support Consortium and the
accreditation standards adopted by the Council for the
Accreditation of Educator Preparation.
