It is an editor's brief statement of the essential features of the measure as introduced. Urges Congress to allow apprenticeship training and on-the-job training as benefit in Post 9/11 GI Bill. JOINT MEMORIAL To the President of the United States and the Senate and the House of Representatives of the United States of America, in Congress assembled: We, your memorialists, the Seventy-sixth Legislative Assembly of the State of Oregon, in legislative session assembled, respectfully represent as follows: Whereas the Congress passed and the President signed the Post 9/11 GI Bill, the most comprehensive veteran education benefit package since the original GI Bill in 1944; and Whereas the United States Department of Veterans Affairs has implemented the Post 9/11 GI Bill and hundreds of thousands of veterans across the nation, including Oregon, are taking advantage of this benefit; and Whereas many veterans have chosen to return to college under the Post 9/11 GI Bill due to lack of jobs in Oregon, where veteran unemployment and underemployment is estimated at 35 percent; and Whereas the intent of the Post 9/11 GI Bill is to provide educational opportunities for veterans that will help them transition from the military to the job market; and Whereas many veterans are seeking careers in the so-called ' trades' and other traditional blue-collar jobs; and Whereas the Post 9/11 GI Bill, unlike all other VA educational benefits, does not explicitly include apprenticeship training and on-the-job training in the benefit, both of which are vital components of this education; and Whereas apprenticeship training and on-the-job training are the key for veterans seeking to enter the job market in the trades and other blue-collar positions; now, therefore, Be It Resolved by the Legislative Assembly of the State of Oregon: (1) The Congress of the United States is respectfully urged to amend the Post 9/11 GI Bill to explicitly allow apprenticeship training and on-the-job training, including tuition, housing allowance and books and materials stipend through the duration of the apprenticeship or on-the-job training program. (2) A copy of this memorial shall be sent to the President of the United States, to the Senate Majority Leader, to the Speaker of the House of Representatives and to each member of the Oregon Congressional Delegation. ----------
