  Urges Congress to pass legislation improving school nutrition
requirements to facilitate purchase of locally produced food by
school districts.

                         JOINT MEMORIAL
To the Senate and the House of Representatives of the United
  States of America, in Congress assembled:
  We, your memorialists, the Seventy-seventh Legislative Assembly
of the State of Oregon, in legislative session assembled,
respectfully represent as follows:
  Whereas schools in this state are limited in their efforts to
use local produce in school lunches by federal guidelines; and
  Whereas fresh and nutritional meals are essential to the
physical and psychological well-being and growth of all children;
and
  Whereas the ability of schools in this state to serve local
produce benefits not only the students but also local farms; and
  Whereas providing local produce in school lunches in this state
is a sensible and beneficial part of the solution in helping
students to be healthy; and
  Whereas regulations and guidelines that impede the
accessibility of locally produced foods for schools in this state
are in conflict with initiatives to raise healthier children and
support local agriculture; now, therefore,
Be It Resolved by the Legislative Assembly of the State of
  Oregon:
  (1) The Congress of the United States is respectfully requested
to pass legislation to improve school nutrition requirements in
order to facilitate the purchase of locally produced foods by
school districts to serve to students.
  (2) A copy of this memorial shall be sent to each member of the
Oregon Congressional Delegation.
