                 House Concurrent Resolution 22

Sponsored by Representative BARNHART; Representatives LIVELY,
  NATHANSON, Senators EDWARDS, PROZANSKI

  Whereas H. Royce Saltzman received his doctorate degree from
the University of Southern California and has served as a faculty
member of the University of Oregon since 1964; and
  Whereas H. Royce Saltzman served as associate dean of the
University of Oregon School of Music and Dance for 12 years; and
  Whereas from 1979 to 1981, H. Royce Saltzman was national
president of the American Choral Directors Association; and
  Whereas from 1985 to 1993, H. Royce Saltzman was president of
the International Federation for Choral Music, a worldwide
organization that includes national organizations, choirs and
conductors in more than 70 countries; and
  Whereas H. Royce Saltzman has served on five panels of the
National Endowment for the Arts; and
  Whereas H. Royce Saltzman is a member of the Honorary Committee
of Zimriya, the World Assembly of Choirs in Israel, was honorary
advisor to the China International Choral Festival in Beijing,
China, and has served as a member of the advisory board of the
Bach Academy of Venezuela in Caracas and as a member of the board
of directors of the Internationale Bachakademie Stuttgart; and
  Whereas among numerous other awards and citations, in 1994
H. Royce Saltzman received the Cross of the Order of Merit of the
Federal Republic of Germany, an award given for achievements in
the political, economic, social or intellectual sphere; and
  Whereas in 1970, H. Royce Saltzman cofounded the Oregon Bach
Festival with artistic director Helmuth Rilling; and
  Whereas under the leadership of H. Royce Saltzman, the Oregon
Bach Festival grew into one of the preeminent classical music
festivals in the United States, drawing an annual audience of up
to 35,000 from almost every state and from overseas; and
  Whereas H. Royce Saltzman, having stepped aside from
administrative leadership of the Oregon Bach Festival, now serves
as ambassador and advocate for the festival in his role as
director emeritus; and
  Whereas in honor of H. Royce Saltzman's accomplishments, the
Oregon Bach Festival's fully funded $10 million endowment now
bears his name; now, therefore,

Be It Resolved by the Legislative Assembly of the State of
  Oregon:

  That we, the members of the Seventy-seventh Legislative
Assembly, honor H. Royce Saltzman for his work on the Oregon Bach
Festival and for his invaluable contributions to the cultural
enrichment of the people of this state and the world.
