AN ACT Relating to the financial administration of the Judicial Department; appropriating money; limiting expenditures; and declaring an emergency. FOR COMPLETE INFORMATION PLEASE SEE THE PRINTED MEASURE. _______________________________________________________________ Enrolled House Bill 5016 (HB 5016-A) Page 1 { + (1)Operations....................$10,827,304 (2) Mandated payments....$594,752 (3) Electronic court.....$530,319 + } { + (4) State Court Facilities and Security Account.....$13,132,788 (5) Legal Aid Account....$11,900,000 (6) State Court Technology Fund$3,300,000 + } ____________________________________________________________ END OF POSSIBLE IRREGULAR TABULAR TEXT ____________________________________________________________ SECTION 3. { + Notwithstanding any other law limiting expenditures, the amount of $24,289,712 is established for the biennium beginning July 1, 2013, as the maximum limit for payment of expenses for electronic court from bond proceeds collected or received by the Judicial Department. + } SECTION 4. { + Notwithstanding any other law limiting expenditures, the amount of $1,227,911 is established for the biennium beginning July 1, 2013, as the maximum limit for payment of expenses from federal funds other than those described in section 2 of this 2013 Act collected or received by the Judicial Department. + } SECTION 5. { + In addition to and not in lieu of any other appropriation, there is appropriated to the Judicial Department, for the biennium beginning July 1, 2013, out of the General Fund, the amount of $224,582 for payment of expenses of the Oregon Law Commission. + } SECTION 6. { + In addition to and not in lieu of any other appropriation, there is appropriated to the Judicial Department, for the biennium beginning July 1, 2013, out of the General Fund, the amount of $52,000 for payment of expenses of the Council on Court Procedures. + } SECTION 7. { + (1) In addition to and not in lieu of any other appropriation, there is appropriated to the Judicial Department, for the biennium beginning July 1, 2013, out of the General Fund, the amount of $7,212,384 for the purpose of providing conciliation and mediation services in circuit courts. (2) The Chief Justice of the Supreme Court shall distribute the moneys appropriated under this section to the counties of this state to fund conciliation and mediation services in circuit courts. The Chief Justice shall consult with the presiding judges of the circuit courts before making the distributions. + } SECTION 8. { + (1) In addition to and not in lieu of any other appropriation, there is appropriated to the Judicial Department, for the biennium beginning July 1, 2013, out of the General Fund, the amount of $7,212,384 for the purpose of operating law libraries or providing law library services. (2) The Chief Justice of the Supreme Court shall distribute the moneys appropriated under this section to the counties of this state based on revenues received from filing fees collected during the 2009-2011 biennium in civil actions commenced in the circuit court for the county. + } SECTION 9. { + (1) Notwithstanding any other provision of law, the General Fund appropriation made to the Judicial Department by section 1 (2), chapter 634, Oregon Laws 2011, for the biennium beginning July 1, 2011, is decreased by $1,162,469 for operations. (2) Notwithstanding any other provision of law, the General Fund appropriation made to the Judicial Department by section 1 Enrolled House Bill 5016 (HB 5016-A) Page 2 (3), chapter 634, Oregon Laws 2011, for the biennium beginning July 1, 2011, is increased by $567,358 for mandated payments. (3) Notwithstanding any other provision of law, the General Fund appropriation made to the Judicial Department by section 15, chapter 600, Oregon Laws 2011, for the biennium beginning July 1, 2011, is increased by $595,111 for third party debt collection fees. + } SECTION 10. { + This 2013 Act being necessary for the immediate preservation of the public peace, health and safety, an emergency is declared to exist, and this 2013 Act takes effect on its passage. + } ---------- Passed by House July 1, 2013 .............................................................
