It is an editor's brief statement of the essential features of the measure as introduced. Requires state agencies with fewer than 75 full-time equivalent budgeted positions to enter into agreement with Oregon Department of Administrative Services for participation in department's shared client services relating to budgeting, purchasing, accounting, human services and financial information reporting. Allows Director of Oregon Department of Administrative Services to grant written exemption to state agency. Becomes operative on January 1, 2013. Declares emergency, effective on passage. A BILL FOR AN ACT Relating to shared client services; and declaring an emergency. Be It Enacted by the People of the State of Oregon: SECTION 1. { + (1) Except as provided in subsection (2) of this section, all agencies as defined by ORS 183.310 that have at least one full-time equivalent budgeted position and fewer than 75 full-time equivalent budgeted positions must enter into an agreement with the Oregon Department of Administrative Services for participation in the department's shared client services relating to budgeting, purchasing, accounting, human services and financial information reporting. (2) The Director of the Oregon Department of Administrative Services may exempt an agency described in subsection (1) of this section from the requirement to enter into an agreement under this section. The exemption must be granted in writing, and must explain why the agency is exempted. The director shall prepare a biennial report that identifies all of the exemptions granted by the director, and shall submit the report to the Legislative Assembly in the manner provided by ORS 192.245 not later than January 1 of each odd-numbered year. + } SECTION 2. { + (1) Except as provided in subsection (2) of this section, section 1 of this 2012 Act becomes operative on January 1, 2013. (2) Section 1 of this 2012 Act becomes operative on the effective date of this 2012 Act for the purposes of: (a) Allowing the Director of the Oregon Department of Administrative Services to grant any written exemptions to agencies from the requirement to enter into an agreement under section 1 of this 2012 Act; and (b) Preparing a report of the exemptions granted for submission to the Legislative Assembly not later than January 1, 2013. + } SECTION 3. { + This 2012 Act being necessary for the immediate preservation of the public peace, health and safety, an emergency is declared to exist, and this 2012 Act takes effect on its passage. + } ----------
