                             SUMMARY

The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.

  Directs Oregon State Lottery Commission to establish lottery
games to benefit veterans' education and economic development.
  Establishes Veterans' Lottery Fund.
  Allocates revenues from veteran-related games to Veterans'
Lottery Fund.
  Continuously appropriates moneys in fund to Department of
Veterans' Affairs for education, training and job creation.

                        A BILL FOR AN ACT
Relating to Oregon State Lottery games to benefit veterans; and
  appropriating money.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + Sections 2 and 3 of this 2012 Act are added to
and made a part of ORS chapter 461. + }
  SECTION 2.  { + (1) The Oregon State Lottery Commission shall
establish a lottery game or lottery games that have a veteran
theme or would otherwise indicate that the proceeds from playing
the game will be used to benefit veterans' education and economic
development.
  (2) The commission shall separately record and account for the
costs and net proceeds of games operated under this section.
When the commission makes the quarterly transfer of net proceeds
provided for by ORS 461.540, the commission shall certify to the
Oregon Department of Administrative Services the amount of the
transfer that represents the net proceeds of games described in
subsection (1) of this section.
  (3) An amount equal to the net proceeds of games provided for
in this section shall be allocated from the Administrative
Services Economic Development Fund to the Veterans' Lottery
Fund. + }
  SECTION 3.  { + The Veterans' Lottery Fund is established in
the State Treasury, separate and distinct from the General Fund.
Interest earned by the Veterans' Lottery Fund shall be credited
to the fund. All moneys in the fund are continuously appropriated
to the Department of Veterans' Affairs for the purposes of
educating, training and creating jobs for veterans and otherwise
furthering economic development related to veterans, including
programs in these areas administered by the Oregon Military
Department. + }
