Appropriates moneys from Oregon Rainy Day Fund to Department of
Human Services, Oregon Youth Authority and Department of State
Police for specified purposes.
Declares emergency, effective July 1, 2011.
A BILL FOR AN ACT
Relating to state financial administration; appropriating money;
and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + Notwithstanding any condition or limitation
described in ORS 293.144 and in addition to and not in lieu of
any other appropriation, there is appropriated to the Department
of Human Services, for the biennium beginning July 1, 2011, out
of the Oregon Rainy Day Fund, the following amounts for the
following purposes: + }

SECTION 2. { + Notwithstanding any condition or limitation

any other appropriation, there is appropriated to the Oregon
Youth Authority, for the biennium beginning July 1, 2011, out of
the Oregon Rainy Day Fund, the amount of $15 million for
operations. + }
SECTION 3. { + Notwithstanding any condition or limitation
described in ORS 293.144 and in addition to and not in lieu of
any other appropriation, there is appropriated to the Department
of State Police, for the biennium beginning July 1, 2011, out of
the Oregon Rainy Day Fund, the amount of $15 million for patrol
services, criminal investigations and gaming enforcement. + }
SECTION 4. { + This 2011 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2011 Act takes effect July 1,
2011. + }
