                             SUMMARY

  Requires washing machine sold in this state to carry warning
label stating potential risk to small children of serious injury
or drowning.

                        A BILL FOR AN ACT
Relating to safety warning labels for washing machines.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) As used in this section, 'washing machine '
means an automated household appliance that uses electricity or
another power source to wash clothing, linen and other laundry.
  (2) In addition to and not in lieu of any other required safety
warnings or advisories, a washing machine sold in this state must
have printed or permanently affixed to the front of the washing
machine, or under a lid or inside a door to any compartment of
the washing machine that holds water, a warning label that is
printed in large and conspicuous print and reads substantially as
follows: + }

   { +  WARNING: Small children may be at risk of serious injury
or drowning if they are inside or become trapped inside this
washer while the washer is operating. DO NOT put or allow any
person inside this washer. Keep children away from this washer
while this washer is operating. + }

   { +  To reduce the risk of serious injury or drowning, do not
open this washer if water is inside. + }

   { +  (3) A washing machine manufacturer shall, at a consumer's
request and without charge to the consumer, make a copy of the
warning label described in subsection (2) of this section
available to the consumer to affix to a washing machine that was
sold without the label. The warning label must be capable of
being permanently affixed, with adhesive capable of withstanding
immersion in water, to the washing machine in the locations
described in subsection (2) of this section and must come with
instructions for proper placement on the washing machine.
  (4) This section does not apply to a washing machine sold in
this state only to the extent that federal product safety
regulations to which the washing machine is subject directly
conflict with or preempt the requirement set forth in this
section. + }
