                             SUMMARY

The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.

  Directs Legislative Assembly to fund kindergarten through grade
12 public education at $6.9 billion for biennium beginning July
1, 2013.
  Directs Legislative Assembly to increase amount of funding by
three percent each biennium for next three biennia beginning July
1, 2015.
  Declares emergency, effective on passage.

                        A BILL FOR AN ACT
Relating to school finance; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) The Legislative Assembly, for the biennium
beginning July 1, 2013, shall appropriate, allocate, authorize
the expenditure of or otherwise make available an amount equal to
$6,900,000,000 for the purpose of funding kindergarten through
grade 12 public education in this state.
  (2) In each of the next three biennia beginning July 1, 2015,
the Legislative Assembly shall appropriate, allocate, authorize
the expenditure of or otherwise make available an amount equal to
three percent more than the amount provided for the immediately
preceding biennium for the purpose of funding kindergarten
through grade 12 public education in this state. + }
  SECTION 2.  { + This 2013 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2013 Act takes effect on its
passage. + }
