SUMMARY
The following summary is not prepared by the sponsors of the

introduced.
Requires county clerk to ensure that authorized persons can
clearly observe signature verification process for ballots.
Directs Secretary of State to adopt system whereby person may
challenge verification of signature.
A BILL FOR AN ACT
Relating to verification of signatures; amending ORS 254.482.
Be It Enacted by the People of the State of Oregon:
SECTION 1. ORS 254.482 is amended to read:
254.482. { + (1) + } After the date that ballots are mailed as
provided in ORS 254.470, the county clerk, if requested, shall
permit authorized persons to be at the office of the county clerk
to watch the receiving and counting of votes.
{ + (2) + } The authorization shall be in writing, shall be
signed by an officer or its county affiliate of a political
party, a candidate or the county clerk and shall be filed with
the county clerk.
{ + (3) + } The county clerk shall permit only so many
persons as watchers under this section as will not interfere with
an orderly procedure at the office of the county clerk.
{ + (4) The county clerk shall ensure that each person
authorized under this section can clearly observe signatures
being verified, including signatures on return identification
envelopes and electors' registration cards.
(5) The Secretary of State by rule shall adopt a system whereby
a person authorized under this section may challenge the
verification of a signature observed by the person. + }
