                             SUMMARY

The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.

  Establishes Work and Family Life Task Force. Directs task force
to study issues related to work and family life and report to
appropriate interim committee of Legislative Assembly.
Authorizes task force to make recommendations for legislation.
  Appropriates moneys in Wage Security Fund to Bureau of Labor
and Industries for purposes of staff support for task force.
  Sunsets task force February 4, 2013.
  Declares emergency, effective on passage.

                        A BILL FOR AN ACT
Relating to task force on family issues in the workplace;
  creating new provisions; amending ORS 652.409; appropriating
  money; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) The Work and Family Life Task Force is
established, consisting of 16 members as follows:
  (a) The President of the Senate shall appoint:
  (A) Two members from among members of the Senate.
  (B) One member who is a member of the public who does not hold
elective office and who has a demonstrated interest in the
quality of family life for working people.
  (C) One member who represents a family advocacy organization.
  (b) The Speaker of the House of Representatives shall appoint:
  (A) Two members from among members of the House of
Representatives.
  (B) One member who is a member of the public who does not hold
elective office and who has a demonstrated interest in the
quality of family life for working people.
  (C) One member who represents a family advocacy organization.
  (c) The Governor shall appoint:
  (A) One member who is a representative of the Governor.
  (B) One member who represents the Oregon University System or
the Department of Community Colleges and Workforce Development
and who has expertise in the issues related to work and family
life.
  (C) Two members who represent Oregon businesses.
  (D) Two members who represent labor organizations in Oregon.

  (E) One member who does not hold elective office and who has a
demonstrated interest in the quality of family life for working
people.
  (d) The Commissioner of the Bureau of Labor and Industries.
  (2) The task force shall research and report on the variety of
challenges facing Oregonians as they attempt to reconcile their
family responsibilities and their responsibilities at work. The
research conducted by the task force shall consider the best
practices in the public and private sectors in Oregon and model
policies from other states. These practices and models shall
include, but are not limited to, policies that address workforce
attachment disparities and pay and career advancement inequities
resulting from the family care responsibilities of employees.
Such policies include, but are not limited to:
  (a) Equitable part-time work options;
  (b) Flexible work arrangements;
  (c) Paid sick, family, medical and disability leave;
  (d) Access to affordable, high quality child and adult care;
and
  (e) Protections from employment discrimination due to
caregiving responsibilities or experience as a domestic violence
survivor.
  (3) The task force may make recommendations for legislation to
the appropriate legislative committee.
  (4) A majority of the voting members of the task force
constitutes a quorum for the transaction of business.
  (5) Official action by the task force requires the approval of
a majority of the voting members of the task force.
  (6) The task force shall elect one of its members to serve as
chairperson.
  (7) If there is a vacancy for any cause, the appointing
authority shall make an appointment to become immediately
effective.
  (8) The task force shall meet at times and places specified by
the call of the chairperson or of a majority of the voting
members of the task force.
  (9) The task force may adopt rules necessary for the operation
of the task force.
  (10) The task force shall submit periodic reports and a final
report, that may include recommendations for legislation, to an
appropriate interim committee of the Legislative Assembly related
to work and family life issues no later than October 1, 2012.
  (11) The Bureau of Labor and Industries shall provide staff
support to the task force.
  (12) Notwithstanding ORS 171.072, members of the task force who
are members of the Legislative Assembly are not entitled to
mileage expenses or a per diem and serve as volunteers on the
task force. Other members of the task force are not entitled to
compensation or reimbursement for expenses and serve as
volunteers on the task force.
  (13) All agencies of state government, as defined in ORS
174.111, are directed to assist the task force in the performance
of its duties and, to the extent permitted by laws relating to
confidentiality, to furnish such information and advice as the
members of the task force consider necessary to perform their
duties. + }
  SECTION 2.  { + Section 1 of this 2011 Act is repealed on
February 4, 2013. + }
  SECTION 3.  { + In addition to and not in lieu of any other
appropriation, there is appropriated to the Bureau of Labor and
Industries, for the biennium beginning July 1, 2011, out of the
Wage Security Fund, the amount of $_______, which may be expended
for providing staff support to the Work and Family Life Task
Force established under section 1 of this 2011 Act. + }
  SECTION 4. ORS 652.409 is amended to read:

  652.409. (1) The Wage Security Fund is established separate and
distinct from the General Fund. After deduction of the amounts
provided in ORS 657.439 (2)(a), all moneys received by the
Employment Department pursuant to ORS 657.439 (2)(a) shall be
paid into the State Treasury and credited to the Wage Security
Fund.  All income earned on moneys in the Wage Security Fund
invested by the State Treasurer shall accrue to the fund.
  (2) All income earned on moneys in the Wage Security Fund, and
all other moneys in the fund, are appropriated continuously to
the Commissioner of the Bureau of Labor and Industries to carry
out the provisions of ORS 652.414 { +  and section 1 of this 2011
Act + }.
  SECTION 5. ORS 652.409, as amended by section 4 of this 2011
Act, is amended to read:
  652.409. (1) The Wage Security Fund is established separate and
distinct from the General Fund. After deduction of the amounts
provided in ORS 657.439 (2)(a), all moneys received by the
Employment Department pursuant to ORS 657.439 (2)(a) shall be
paid into the State Treasury and credited to the Wage Security

  SECTION 6.  { + The amendments to ORS 652.409 by section 5 of
this 2011 Act become operative on February 4, 2013. + }
  SECTION 7.  { + This 2011 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2011 Act takes effect on its
passage. + }
