                             SUMMARY

brief statement of the essential features of the measure.

    { - Establishes Task Force on State Agency Information
Technology Expertise for purpose of investigating extent to which
creating division or other administrative unit within state
agency and employing information technology specialists to meet
common and critical information technology needs among state
agencies is practical and feasible and to determine costs and
benefits of employing information technology specialists within
state agencies compared to costs and benefits of contracting for
information technology specialists to meet state agencies'
needs. - }

Specifies duties and powers of office. Requires state agencies to
submit plans to develop or acquire information technology
services, materials or equipment to office for approval. Requires
office to review plans to ensure that state agencies use most
efficient and cost-effective methods to derive best value from
state agencies' information technology expenditures.
  Requires department to prepare budget for office and to seek
appropriation and expenditure limitation for office during 2014

                        A BILL FOR AN ACT
Relating to information technology expertise needed by state
  agencies; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + Section 2 of this 2013 Act is added to and made
a part of ORS chapter 283. + }
  SECTION 2.  { + (1) There is established within the Oregon
Department of Administrative Services the Office of Shared
Information Technology Services. The office shall provide state
agencies with direction, advice and direct assistance in:
  (a) Assessing technology requirements;
  (b) Assessing technology staffing requirements;
  (c) Developing hardware acquisition strategies;
  (d) Evaluating alternative technology solutions;
  (e) Purchasing products and services;
  (f) Overseeing technology architectures;
  (g) Developing and coding custom hardware and software
solutions;
  (h) Managing projects; and
  (i) Contracting, if necessary, for products and services.
  (2) Each state agency shall submit to the office for approval
the state agency's plans and activities to develop or acquire
information technology services, materials or equipment. The
office shall review the state agency's plans and activities to
ensure that the state agency uses the most efficient and
cost-effective methods to derive the best value from the state
agency's information technology expenditures and shall approve
the state agency's plans and activities that meet the office's
standards for efficiency and cost-effectiveness.
  (3)(a) The department shall determine the staffing requirements
for the office and shall provide staff for the office by:
  (A) Using existing state employees with job responsibilities
connected with information technology who are or may be available
to respond to a variety of state agency needs; and
  (B) Recruiting information technology expertise from outside
state government.
  (b) The department shall require the staff of the office to
have expertise in:
  (A) Current information technology hardware and software;
  (B) Information technology architecture, development, coding
and quality assurance;
  (C) Project management;
  (D) Information technology acquisition;
  (E) Business and business case analysis; and
  (F) Specification development for contracts with private
vendors. + }
  SECTION 3.  { + The Oregon Department of Administrative
Services shall prepare a budget for creating, administering and
staffing an Office of Shared Information Technology Services by
December 31, 2013, and shall request from the Legislative
Assembly during its 2014 regular session an appropriation and an
expenditure limitation that reflect the budget the department
prepared. In preparing a budget, the department shall develop and
specify a cost structure for the office's services that includes
a specification of rates that the office will charge state
agencies for specific services and an assessment that all state
agencies will pay to support the office's functions. The
department shall scale the assessment according to state agency
size, based on the number of full-time equivalent employees a
state agency has. The department shall explain the budget and
cost structure in detail in the department's request to the
Legislative Assembly. + }
  SECTION 4.  { + (1) Section 2 of this 2013 Act becomes
operative July 1, 2014.
  (2) The Oregon Department of Administrative Services may take
any action before the operative date specified in subsection (1)
of this section that is necessary to enable the department to
exercise, on and after the operative date specified in subsection
(1) of this section, all of the duties, functions and powers
conferred on the department by section 2 of this 2013 Act. + }
  SECTION 5.  { + This 2013 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2013 Act takes effect on its
passage. + }
