                             SUMMARY

The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.

  Provides that certain internal management directives of
Environmental Quality Commission and Department of Environmental
Quality must be adopted by rule.
  Provides that commission and department must appoint advisory
committee before giving notice of intent to adopt certain
internal management directives.
  Declares emergency, effective on passage.

                        A BILL FOR AN ACT
Relating to internal management directives; and declaring an
  emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) All internal management directives related
to air quality or water quality of the Environmental Quality
Commission and the Department of Environmental Quality must be
adopted by rule.
  (2) The commission and the department must appoint an advisory
committee under ORS 183.333 before giving notice of intent to
adopt an internal management directive related to air quality or
water quality. + }
  SECTION 2.  { + (1) Section 1 of this 2013 Act applies to all
internal management directives related to air quality or water
quality of the Environmental Quality Commission and the
Department of Environmental Quality, whether implemented before,
on or after the effective date of this 2013 Act.
  (2) Any internal management directive described in section 1 of
this 2013 Act not adopted in the manner provided by ORS chapter
183 is void. + }
  SECTION 3.  { + This 2013 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2013 Act takes effect on its
passage. + }
