                             SUMMARY

  Prohibits Environmental Quality Commission from adopting any
rule concerning air quality and water quality that imposes
requirements, standards or any other limitation that exceeds
requirements, standards or any other limitation imposed under
federal law.
  Declares emergency, effective on passage.

                        A BILL FOR AN ACT
Relating to rules concerning the environment; and declaring an
  emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + The Environmental Quality Commission may not
adopt any rule concerning air quality or water quality that
imposes requirements, standards or any other limitation that
exceeds requirements, standards or any other limitation imposed
under federal law. + }
  SECTION 2.  { + (1) Section 1 of this 2013 Act applies to rules
adopted by the Environmental Quality Commission before, on or
after the effective date of this 2013 Act.
  (2) Any rule adopted by the Environmental Quality Commission
before the effective date of this 2013 Act concerning air quality
or water quality that imposes requirements, standards or any
other limitation that exceeds requirements, standards or any
other limitation imposed under federal law is void. + }
  SECTION 3.  { + This 2013 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2013 Act takes effect on its
passage. + }
