                             SUMMARY

The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.

  Specifies contract requirements if county, Department of Human
Services, Oregon Health Authority or Department of Corrections
contracts with home or facility to house released inmate and home
or facility is not residential facility required to be licensed.
  Declares emergency, effective on passage.

                        A BILL FOR AN ACT
Relating to supportive housing; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) If a county, the Department of Human
Services, the Oregon Health Authority or the Department of
Corrections enters into a contract with a home or facility to
house a released inmate, the contract must:
  (a) Include specific terms regarding staffing levels in the
home or facility, the maximum level of care to be provided and
the level of safety risk posed by individuals who may be housed
at the home or facility;
  (b) Establish a penalty or a liquidated damages amount for
violation of the terms of the contract by the home or facility;
and
  (c) Be made available upon request to any member of the general
public.
  (2) This section applies only to homes or facilities that are
excluded under ORS 443.405. + }
  SECTION 2.  { + Section 1 of this 2013 Act applies to contracts
entered into on or after the effective date of this 2013 Act. + }
  SECTION 3.  { + This 2013 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2013 Act takes effect on its
passage. + }
