It is an editor's brief statement of the essential features of the measure as introduced. Requires Public Utility Commission to establish comparative energy usage disclosure program for purpose of informing residential customers of public utilities that distribute electricity or natural gas of comparative energy usage. A BILL FOR AN ACT Relating to comparative energy usage. Be It Enacted by the People of the State of Oregon: SECTION 1. { + Section 2 of this 2013 Act is added to and made a part of ORS chapter 757. + } SECTION 2. { + (1) The Public Utility Commission shall establish a comparative energy usage disclosure program under which a public utility that distributes electricity or natural gas shall provide personalized paper reports and, at the discretion of the public utility, supplemental electronic communications to residential customers who are located in the public utility's service area. Reports provided under this section must: (a) Compare the amount of electricity or natural gas used by the customer to the amount of electricity or natural gas used by other residential customers who live in the customer's geographic area; and (b) Provide personalized advice to assist the customer in using less electricity or natural gas. (2) A residential customer is not eligible to receive a report under this section if the customer, as determined by the commission, uses electricity or natural gas under special circumstances requiring abnormally low or high electricity or natural gas usage. (3) A residential customer may request to not receive reports under this section. (4) The program established under this section shall be provided to residential customers in a manner that maximizes savings and cost-effectiveness. (5) The program established under this section shall require use of a randomized control trial to compare residential customers receiving reports under this section and residential customers not receiving reports under this section. The randomized control trial shall measure energy savings resulting from the program at a level of statistical significance established by the commission. Energy savings as measured by the randomized control trial may be used by a public utility as an energy resource for resource planning purposes. (6) The program established under this section may require a public utility to enter into an agreement with a third party organization for the provision of reports to residential customers. + } ----------
