                             SUMMARY

The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.

  Requires Interagency Compliance Network to conduct biennial
review of usage of certain terms related to employment and to
report findings to Legislative Assembly and appropriate interim
legislative committee by September 15 of each even-numbered year.
  Declares emergency, effective on passage.

                        A BILL FOR AN ACT
Relating to statutory terms related to employment; and declaring
  an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) In addition to the duties assigned to the
Interagency Compliance Network under ORS 670.700, the network
shall:
  (a) Identify and conduct a review of the use of the terms '
employee,' 'employment,' 'employer' and 'independent contractor'
in the statutes of this state. The network shall determine if
current usage of these terms and any statutory exceptions to
these terms are accurate, appropriate, relevant and efficacious.
  (b) Report to the Legislative Assembly the findings of the
network about each statute identified under paragraph (a) of this
subsection. The report shall include, but is not limited to, the
conclusions of the network about whether the statutory language
of each statute identified meets the criteria specified in
paragraph (a) of this subsection or if the statute should be
amended, repealed or made subject to statutory repeal at a future
date certain.
  (2) The network shall conduct the review required by this
section biennially, and shall submit a report of its findings and
recommendations for legislation, if any, to the Legislative
Assembly in the manner specified in ORS 192.245 and to the
appropriate interim legislative committee no later than September
15 of each even-numbered year. + }
  SECTION 2.  { + This 2013 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2013 Act takes effect on its
passage. + }
