                             SUMMARY

brief statement of the essential features of the measure as
introduced.

  Prohibits public university from discriminating against student
on basis that student was not awarded standard high school
diploma or General Educational Development (GED) certificate.

                        A BILL FOR AN ACT
Relating to discrimination in higher education.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + Sections 2 and 3 of this 2013 Act are added to
and made a part of ORS chapter 352. + }
  SECTION 2.  { + A public university listed in ORS 352.002 may
not refuse application to or enrollment or participation in any
campus activity, including the ability to audit courses offered
at the university, or adopt school policies that discriminate
against a student who is a high school graduate, on the basis
that the student has not been awarded a standard high school
diploma or General Educational Development (GED) certificate. + }
  SECTION 3.  { + A public university listed in ORS 352.002 shall
provide to individuals with modified or extended diplomas, as
described in ORS 329.451, the same access to nondegree programs,
programs offered to community members and course auditing
opportunities as the public university provides to individuals
with standard high school diplomas or General Educational
Development (GED) certificates. + }
