                             SUMMARY

The following summary is not prepared by the sponsors of the

brief statement of the essential features of the measure as
introduced.

  Directs Department of Education to conduct study on capital
construction needs of school districts.
  Requires department to submit report to interim legislative
committees no later than July 1, 2014.
  Declares emergency, effective on passage.

                        A BILL FOR AN ACT
Relating to borrowing for capital construction costs of school
  districts; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) The Department of Education shall conduct a
study on the capital construction needs of school districts. The
study must include:
  (a) An analysis of the amounts needed by school districts for
capital construction needs.
  (b) Evaluations of possible methods for providing funding for
capital construction needs.
  (2) The department shall submit a report on the study described
in subsection (1) of this section to the interim legislative
committees on education no later than July 1, 2014. + }
  SECTION 2.  { + This 2013 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2013 Act takes effect on its
passage. + }
