It is an editor's brief statement of the essential features of the measure as introduced. Requires Oregon Department of Administrative Services to establish and maintain registry of individuals and families receiving social services from state and county agencies to enable agencies to coordinate provision of services. Becomes operative January 2, 2014. Declares emergency, effective on passage. A BILL FOR AN ACT Relating to coordination of government services; and declaring an emergency. Be It Enacted by the People of the State of Oregon: SECTION 1. { + (1) As used in this section, 'social services ' means counseling, cash assistance, vendor payments, electronic benefit transfer cards, vouchers or in-kind support made available on the basis of need to enable an individual or family to obtain or retain food, shelter, transportation, child care, health care or employment. (2) The Oregon Department of Administrative Services shall develop and maintain a state case registry. The registry must contain information about individuals and families who receive social services from state and county agencies so that those agencies may coordinate the provision of social services. (3) All state and county agencies providing information to the registry shall have access to the registry subject to necessary privacy protections and restrictions. (4) The registry must contain the following information about each individual and members of a family: (a) Name; (b) Social Security number; and (c) Date of birth. (5) Notwithstanding any other provision of state law, all state and county agencies that provide social services shall share the required information with the registry to the extent permitted and subject to conditions imposed by federal law. + } SECTION 2. { + Section 1 of this 2013 Act becomes operative January 2, 2014. + } SECTION 3. { + The Oregon Department of Administrative Services may take any action before January 2, 2014, that is necessary to enable the department to implement section 1 of this 2013 Act on January 2, 2014. + } SECTION 4. { + This 2013 Act being necessary for the immediate preservation of the public peace, health and safety, an emergency is declared to exist, and this 2013 Act takes effect on its passage. + } ----------
