                             SUMMARY

  Establishes additional amount authorized for issuance of
general obligation bonds for energy conservation measures for
public and Indian tribe buildings for 2011-2013 biennium.
  Declares emergency, effective July 1, 2011.

                        A BILL FOR AN ACT
Relating to small scale local energy projects; and declaring an
  emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + In addition to and not in lieu of any other
amounts authorized, as provided by ORS 286A.035, for issuance of
general obligation bonds during the 2011-2013 biennium, the
following amounts are authorized under ORS 470.220 to 470.290 for
energy audits of, and installation of cost-effective energy
conservation measures for, public buildings and buildings owned
by federally recognized Indian tribes in Oregon: + }
