SUMMARY

brief statement of the essential features of the measure as
introduced.
Requires Department of Land Conservation and Development, in
cooperation with State Department of Energy, State Department of
Agriculture and State Department of Fish and Wildlife, to review
laws and rules regulating siting of solar energy projects in
areas zoned for exclusive farm use and to make recommendations to
legislative interim committees.
Declares emergency, effective on passage.
A BILL FOR AN ACT
Relating to the siting of solar energy projects on farmland; and
declaring an emergency.
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + (1) As used in this section, 'solar energy
project' includes:
(a) A photovoltaic solar energy facility; and
(b) A solar collecting facility that employs heliostat
technology, solar thermal technology or other reflective
technology.
(2) In cooperation with the State Department of Energy, the
State Department of Agriculture and the State Department of Fish
and Wildlife, the Department of Land Conservation and Development
shall review the laws and rules regulating the siting of solar
energy projects in areas zoned for exclusive farm use and make
recommendations for improving the efficiency and effectiveness of
the siting process.
(3) The Department of Land Conservation and Development shall
report to the appropriate legislative interim committees on or
before September 1, 2013. + }
SECTION 2. { + This 2013 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2013 Act takes effect on its
passage. + }
