It is an editor's brief statement of the essential features of the measure as introduced. Provides that certain air contamination sources are not subject to certain statutes and rules related to greenhouse gas emissions. A BILL FOR AN ACT Relating to greenhouse gas emissions. Be It Enacted by the People of the State of Oregon: SECTION 1. { + (1) As used in this section: (a) 'Air contamination source' has the meaning given that term in ORS 468A.005. (b) 'Carbon neutral emissions' means emissions from an air contamination source that produces or manufactures thermal energy, electricity or biofuels utilizing biogenic renewable energy resources, including but not limited to straw, forest slash, wood waste or other wastes from farm or forest land, nonpetroleum plant-based biomass or animal-based biomass. (c) 'Greenhouse gas' has the meaning given that term in ORS 468A.210. (2) Notwithstanding any other provision of Oregon law, an air contamination source that emits carbon neutral emissions is not subject to any statute administered by a state agency or any rule adopted by a state agency that imposes requirements, standards or any other limitation regarding greenhouse gas emissions permitting, standards or reporting, except to the extent required by federal law. + } ----------
